Maxicare is shuttering in California because they've lost too much money.  Check the accompanying chart;  they're listed second from last.  Buc's case must have been a real shocker to them at the end of the 1996 fiscal calendar year when they suddenly realized that they were about to become an additional, potential, 1/2 million dollars down.  The DOC must have known what was going on, after all, they placed Maxicare's former officer Eugene Froelich under their employ!  Incidentally, this chart was provided to insurance agents by the DOC, until their bed partners objected (the insurance companies under their regulation).  I have one of the last charts guys!  Enjoy.
