LIMITED IHSS COMMENCES    If you think dealing with private business was bad, try getting the legal social services from the County (Los Angeles), neither whose Administrative Handbook  nor knowledge correspond to State Law.  Can you imagine being sick and saying to your County Case Worker that the California Code of Regulations mandates this or that.  You've got to prove it to them, and the only way you can do that is to go before an Administrative Judge.  It's all part of a system, as Chuck "The Crook" Quackenbush would say, designed to avoid public scrutiny!  Worse, it scuttles the true meaning of the word, democracy!
