It is serious, because the victim is held in bondage because they are unable to move and free themselves because their brain is disconnected from their body.

It is serious because they cannot complain of harsh treatment, because they are unable to speak.  They are unable to complain to the State, that it is unfair for them to have to go through a twenty four month waiting period to be able to qualify for essential help offered by the State, preventing their death.

It is serious, because it is a legal crime:  a crime sanction by the People of the State of California, as delineated by California Code.  In general, by all measure, there can be no worse a crime, than a crime permitted by law.  And it is inexcusable.

It is inexcusable because the victim can do nothing about it, and because of their suffrage, it is unconscionable.  And, it is callus.

It is callus, because those agents of the State who orchestrate this crime, are both insensitive and unfamiliar to the cruel results stemming from their deliberate actions.  And, it is heinous.

It is heinous because its motivations are undisclosed and disguised.  It is heinous because those able to help, refuse, standing in concert with those more influential, wishing to deny help.  It is therefor conspiratorial.  It is conspiratorial, because help which might be given, is stifled by special interests, in concert with all parties.

Lastly, it is a capital crime, because those who exercise this crime, see value in the death of its victim, and sanction legal means to cause this to happen.

First, its motivation.

As evidence, I present this first exhibit:  documents revealing a contrived relationship between the victim and the State, which can only hasten and exercise the dreadful outcome of such a crime.
